Les Forces Armées Nigériennes (FAN), dans leur mission régalienne de protection du territoire comme dans leur mission de lutte contre le terrorisme, se doivent de relever le défi de la protection des civils. Détenant le monopole de la violence légitime, 
leurs opérations ne doivent souffrir d’aucun manquement. Aussi, la hiérarchie militaire doit-elle veiller à ce que les militaires observent des attitudes exemplaires dans l’exécution de leurs missions en temps de guerre comme en temps de paix, toute chose qui devrait être prise en charge par une doctrine nationale qui contiendrait les principes à respecter, les valeurs à promouvoir et les comportements à adopter en vue d’assurer non seulement l’efficacité des opérations sur le terrain mais aussi de garantir une protection optimale des populations civiles en cas de conflit.
Conduite par le Centre Afrika Obota Niger (CAO/Niger) avec le soutien de l’African Security Sector Network (ASSN) dans le cadre du programme « Just Future Alliance » (JFA) , cette étude consacrée aux « Opérations militaires et protection des civils au Niger », a pour objectif d’établir un état des lieux des principes opérationnels ainsi que des valeurs guidant les opérations conduites par les Forces Armées Nigériennes.

Military Operations and the Protection of Civilians in Niger
The Nigerien Armed Forces (FAN), in their regalian mission of protecting the territory as well as in their mission of fighting terrorism, must take up the challenge of protecting civilians. As they hold the monopoly of legitimate violence, their operations must not suffer any shortcomings. Therefore, the military hierarchy must ensure that the military observe exemplary attitudes in the execution of their missions in times of war as in times of peace, all of which should be covered by a national doctrine that would contain the principles to be respected, the values to be promoted and the behaviour to be adopted in order to ensure not only the effectiveness of operations in the field but also to guarantee optimal protection of civilian populations in the event of conflict.
Conducted by the Centre Afrika Obota Niger (CAO/Niger) with the support of the African Security Sector Network (ASSN) within the framework of the Just Future Alliance (JFA) programme, this study on “Military Operations and the Protection of Civilians in Niger” aims to establish an inventory of the operational principles and values guiding the operations conducted by the Nigerien Armed Forces.
