Introduction: security in the vernacular and peacebuilding at the margins; rethinking violence reduction

This article introduces a Peacebuilding special issue on rethinking security, peacebuilding and violence reduction in the light of Sustainable Development Goal 16 on ‘promoting peaceful and inclusive societies for sustainable development’. This paper written by Robin Luckham, one of the leading researchers who contributed to the theoretical and conceptual reflection of the “Hybrid Security Governance” program funded by IDRC / IDRC (International Development Research Center)- presents new analysis and case studies, which aim to challenge and refresh the established policy consensus around violence reduction and security. They are distinctive in focusing upon the vernacular or local understandings of those at the receiving end of direct and structural violence; and in analysing the insurgent margins where violence and insecurity are most concentrated.

Cet article est l’introduction d’un numéro spécial consacré à la consolidation de la paix, envisagée à la lumière du 16e des Objectifs de Développement Durable qui est de « Promouvoir l’avènement de sociétés pacifiques et ouvertes à tous » Ce texte, notamment rédigé par Robin Luckham l’un des principaux chercheurs ayant contribué à la réflexion théorique et conceptuelle du programme “Hybrid Security Governance” financé par l’IDRC/CRDI (International Development Research Centre/ Centre de recherche sur le développement international) présente de nouvelles analyses et études de cas qui visent à discuter le consensus établi en matière de réduction de la violences et de l’insécurité. Dans le droit fil de l’approche promue par l’ASA, ces analyses se démarquent par leur originalité, en ce qu’elles se concentrent davantage sur les perceptions vernaculaires ou locales de ceux qui sont les victimes directes de la violence et vivent aux marges de la société.
