Dans le cadre du Programme Just Future Alliance (JFA), « l’Observatoire pour la Gouvernance du Secteur de la Sécurité-OGS », en collaboration avec l’African Security Sector Network (ASSN), a engagé un processus de monitoring citoyen de la situation sécuritaire au Niger dont l’objectif est d’évaluer l’état de la gouvernance de la sécurité dans les régions de Tillabéri, Tahoua et Maradi .
Ce dispositif est composé des points focaux locaux situés dans les communes d’intervention du programme qui font remonter des données centralisées et analysées ensuite au niveau national. La méthodologie utilisée pour mener le présent monitoring de la gouvernance sécuritaire au Niger s’appuie ainsi sur le réseau de points focaux de l’OGS au nombre de neuf (09) – dont 4 se situent dans la région de Tillabéri, 2 dans celle de Tahoua et 3 dans la région de Maradi – chargés de transmettre des données consignées dans des fiches de collecte vers le niveau central de l’OGS sis à Niamey, lui-même en charge de les analyser.
Ce huitième rapport couvre les mois d’août, septembre, octobre, novembre 2024 et janvier 2025. Tout comme les rapports précédents, il a été rédigé sur la base des incidents sécuritaires recensés dans les 8 communes des 3 régions : Maradi (Dakoro, Guidan-Sori et Gabi), Tahoua (Kao et Tillia) et Tillabéri (Torodi, Abala, Ayerou) d’une part, les Bulletins d’information hebdomadaires des Forces de Défense et de Sécurité du Niger, et d’autre part, les données relevées par l’ONG Armed Conflict Location & Event Data (ACLED), partenaire de l’ASSN. Les informations relayées dans les médias, notamment nigériens, sont aussi mobilisées.

As part of the Just Future Alliance (JFA) program, the “Observatoire pour la Gouvernance du Secteur de la Sécurité-OGS”, in collaboration with the African Security Sector Network (ASSN), has launched a citizen monitoring process of the security situation in Niger, with the aim of assessing the state of security governance in the regions of Tillabéri, Tahoua and Maradi.
The system is made up of local focal points in the program’s communes, who provide centralized data that is then analyzed at national level. The methodology used to monitor security governance in Niger relies on a network of nine (09) OGS focal points – 4 of which are located in the Tillabéri region, 2 in Tahoua and 3 in Maradi – responsible for transmitting data recorded on data collection forms to the central OGS level in Niamey, which is then responsible for analyzing them.
This eighth report covers the months of August, September, October, November 2024, and January 2025. Like previous reports, it was compiled based on security incidents recorded in the eight municipalities of the three regions: Maradi (Dakoro, Guidan-Sori, and Gabi), Tahoua (Kao and Tillia) and Tillabéri (Torodi, Abala, Ayerou) on the one hand, the weekly newsletters of the Niger Defence and Security Forces, and on the other hand, data collected by the NGO Armed Conflict Location & Event Data (ACLED), a partner of the ASSN. Information reported in the media, particularly in Niger, is also used.
