“While diplomacy has regained control of the conflict between DR Congo and Rwanda over the occupation of part of North Kivu by the M23, on the ground, the Congolese army is in a state of limbo. Undermined by months of war, the Congolese Armed Forces are skeptical of the regional force of East African states intervening in the conflict, while the historical partner, MONUSCO, could be living its last months in the theater of operations.”
