I. BACKGROUND AND JUSTIFICATION
The democratization process of the 1990s in West Africa helped strengthen the sub region in the conduct of competitive, free and transparent elections with real possibilities of alternating governments. In this new dispensation, a number of elections were conducted in a peaceful and credible manner, and this has contributed to the consolidation of democratic institutions. On the contrary, some other elections were held under implausible circumstances, sometimes leading to situations of crisis and violence. In some cases these situations were followed by civil war or unconstitutional change of power.

In order to make a concerted regional response to the growing challenge of tensions and election-related violence in West Africa, the Heads of State of ECOWAS adopted the Protocol on Democracy and Good Governance on December 21, 2001, in Dakar, Senegal. This Protocol determines the conditions for holding free, transparent and peaceful elections in West Africa. Ten years after the signing of the Protocol, significant progress has been made in terms of the conduct free, transparent and nonviolent elections. However, news reports show that this progress is fragile and the challenges associated with electoral processes remain significant in West Africa. Among these challenges, electoral litigation emerges as a major governance issue for peace and stability in many West African countries.

UNOWA has a political mandate, especially in conflict prevention and peace building, and is planning a regional high level conference on elections and stability in West Africa, to be held in May 2011. The conference will study the scope and limits of the contribution of electoral processes to the resolution of crises. In view of this important conference, UNOWA wants to engage an expert consultant to produce a study entitled "Review of ten years of the ECOWAS Protocol on democracy and good governance: the impact on democracy and stability ".

II. MAIN TASKS OF THE CONSULTANT
Under the supervision of the Coordinator of the Political Section, the Consultant will make a detailed assessment of the functioning of the ECOWAS Protocol on Democracy and Good Governance, from the time of its signing in 2001 to 2011.
He/she will:

  • Assess the impact of the Protocol on the organization of free and transparent elections in West Africa, focusing on progress and challenges encountered;
  • Develop a set of recommendations, political or legal, on the necessary conditions to improve the functioning  of the Protocol.

Four consultation phases will guide the assessment of progress:

  • Phase 1 (First week): Discussion and adoption of assumptions and work plan.
  • Phase 2 (Second week): Producing the first draft of Communication.
  • Phase 3 (Third week): Completion and production of Communication.
  • Phase 4: (Fourth week): Presenting the Communication at the Praia Conference; compilation and consolidation of ensuing debates at the Praia conference.

III. SKILLS REQUIRED
Professionalism:
• Strong skills in social science research;
• Good knowledge of governance, electoral processes and related issues in African countries, particularly in West Africa;
• Good knowledge of issues relating to peace and security in West Africa;
• Good knowledge of socio-political and economic realities in West Africa.
Leadership:
• Good interpersonal skills;
• Good skills in research, report writing, proposal writing and the formulation of strategies for intervention;
• Strong experience in political analysis and policy drafting.
Planning:
Ability to plan and organize the collection of data  via field trips for the final report, in compliance with deadlines.

Communication:
Ability to communicate clearly and concisely,  both orally and in writing.
Teamwork:
Ability to interact and develop good working relationships and to work in a  multicultural environment.

IV. QUALIFICATION
Professional Experience:
At least 10 years experience in the field of political science research and /or social policy issues including sub-regional (ECOWAS).
Education:
A minimum of a Masters degree in political science, constitutional law or in the social sciences,  particularly in conflict management and peace building.
Professional Experience:
At least 10 years field experience in social or political science research on sub regional policy issues.
Languages:
Excellent in spoken and written French and /or English. Knowledge of Portuguese is
an advantage.
Other skills:
Good computer skills.

1. BACKGROUND AND JUSTIFICATION

Like the rest of the international community, Africa is committed to improving its democratic governance, particularly through the development of an inclusive approach to gender and vulnerable groups in an effort to make the relevant international and regional instruments effective. Thus in 2003, the African Union (AU) adopted the Protocol on the Rights of Women, in additional to the Protocol to the African Charter on Human and People Rights , to advance the civil, political, social, economic and cultural rights of women.

In October 2010, the AU officially launched the African Women's Decade (2010-2020), which recognizes the urgency to promote the participation of women in political decision-making process through ensuring their presence in the various spheres of state and community decision-making. 
In West Africa, ECOWAS has adopted an action plan following the Regional Forum on the 10th anniversary of the United Nations Security Council Resolution 1325, facilitated by UNOWA in partnership with other peacekeeping missions. This action plan emphasized women’s participation in electoral processes as one of the gateways to their involvement in sub regional peace processes. This notwithstanding, gender integration in the election processes is not always guaranteed and raises questions on the effectiveness of political and civil rights provided for by the aforementioned instruments. 

For this reason, UNOWA, whose mandate covers, inter alia, the implementation of UN Security Council Resolutions on peace and good governance, aims through this consultancy, to review the issue on the one hand and also to explore strategies that can be used in promotion and mainstreaming of gender in West Africa’s electoral processes.

II. MAIN TASKS

Under the supervision of the UNOWA Gender Advisor, the consultant will make an analytical study on gender and elections in West Africa.

For this, the consultant will:

  1. Create an inventory of women's participation in electoral processes (both as voters and candidates) based on a general analysis of gender perspectives from recent elections in West African countries.
  2. Propose a strategy for greater inclusion, with regard to gender, in the electoral process. This strategy will focus on how to promote female candidacy and how to provide technical support for the integration of the gender aspect in the electoral management bodies, political parties, and communities, etc.

Four consultation phases will guide the assessment of progress:

  1. Phase 1 (First week): Discussion and adoption of assumptions and work plan.
  2. Phase 2 (Second week): Producing the first draft of Communication.

PwC - International Consultant for a Gender Workshop in Burundi

 

1.         Background

The governments of Burundi and the Netherlands are cooperating on a programme to develop the security sector in Burundi. PricewaterhouseCoopers (PwC) is responsible for the administrative and financial management of this programme. In the framework of the programme, a training fund was established to enhance the capacities of the members of the Ministry of National Defence and Veteran Affairs (MDNAC) and the General Staff (EMG).

2.         Training Objectives
PwC is looking for an international consultant to conduct a training workshop in connection with the thematic "Gender in the Armed Forces" as part of the MDNAC and EMG strategic planning. The MDNAC requires the technical assistance of a high level expert in the actualization and facilitation of this workshop, in collaboration with a national consultant. The international consultant must be a specialized in the integration of the gender dimension in national institutions, able to inform participants on relevant experiences form other countries, and help participants to develop a strategy and an Action Plan that is specialized to the situation in Burundi.

3.         Training Details
The workshop/training will be held from 25th to 26th of April 2011. At the end of the training, participants will understand the relationships between the following national plans:
-           Gender Concepts; 
-           Basic Documents like Resolution 1325, 1820 and 1888, including the Beijing Platform;
-           Principles of Fairness and equality between the sexes, male and female roles and the division of tasks, the different needs of women and men, women and development, and women and peace process;
-           Women in the Armed Forces and in Peacekeeping Operations;
-           Methods for taking gender into account in the development of plans;
-           The policy of the government of Burundi in relation to Gender;
-           The link between Gender and Security Sector Development.

4.         Requirements for the training

The International consultant will be required:
-           To test participants before the beginning of the training and again at the end;
-           To elaborate the training modules, with a training report being sent the MDNAC. The expectation is one day for preparation, two days for the tests and training, and one  day for the preparation of the final report.

 

5.         Desired Profile

-           At least five years work experience at the international level in the area of Gender, including work in Africa;
-           Experience of gender mainstreaming in the security sector institutions;
-           Experience in post-conflict contexts;
-           Experience in conducting high level workshops;
-           The consultant must either be francophone or have an excellent mastery of French and good translation skills.
