Dennis Thokozani Dlomo was born on 24 October 1964 in Volksrust in the Mpumalanga province of the Republic of South Africa. He currently works in Addis Ababa, Ethiopia as the Executive Secretary of the Committee of Intelligence and Security Services of Africa (CISSA).

Before assuming the position as Executive Secretary, Dennis served as the Deputy Coordinator for Intelligence of the Republic of South Africa-  apost he held from 2003-2004. He served as the Head of Ministerial Services in the Ministry for Intelligence between 2002 - 2004 whilst also acting as the Deputy Coordinator for Intelligence. He has received various commendations from the Ministry of Intelligence of the Republic of South Africa.

He has a research interest on the conduct of intelligence with a specific focus on intelligence transformation and oversight.
