Event : A ‘Consultative Workshop on Defence White Paper for Southern Sudan
A ‘Consultative Workshop on Defence White Paper for Southern Sudan’ was held in Juba, capital of the Southern Sudan, from September 3-7, 2007, to support the work of the Defence White Paper Committee, which is drafting the DWP under the chairmanship of Maj Gen Kuol Deim Kuol. The workshop was organised jointly by the Sudan People's Liberation Army (SPLA), and the CPRD, the ASSN partner in the Horn. The event was opened by Lt. Gen. Oyay Deng Ajak, SPLA Chief of Staff and H.E. Dominic Dim Deng, Minister for SPLA Affairs, with a Keynote AddressH.E. General Salva Kiir Mayardit, President of the GoSS and SPLA C – IN – C, who also gave the closing speech. The meeting was organised around plenary presentations followed by intensive small group discussions facilitated by DWPC and international consultants (from Africa, UK, and the US). There were plenary sessions on Situational Analysis, Security Paradigm, SSR, Defence White Paper Framework, and Strategic Defence Planning and Force Design. External Plenary speakers and facilitators included Alex De Waal (SSRC), Gen. (Ret) Tsadkan Gebretensae (CPRD CEO and Security Adviser to the GOSS), Eboe Hutchful (ASSN Chair), Graham Thompson, David Chuter, Maj Gen (Ret) Len le Roux (ISS), and Commodore (Ret) Mesfin Binega (CPRD)
The Juba workshop followed an earlier and smaller workshop for the DWP committee by the ISS in Pretoria in July 2007 (see report)
